Two longtime members of the Hope City Board of Directors did not filed for re-election by the close of the filing period at noon Tuesday, and without opposition, have created two vacancies on the Nov. 2 municipal ballot.
Hope City Secretary Carol Almond said this morning that neither Ward 1 Director Doodle Franklin nor Ward 4 Director Don Hall filed for re-election.
Almond said the only other filings at the close of the filing period Tuesday was by Ward 7 Director Don Still.
Ward 6 Director Steve Montgomery had filed for re-election earlier.
Almond said the development will require some research to resolve.
“Right now, we are investigating the options, and once we determine what those options are, the city board will decide at that point,” she said.
Hope Mayor Dennis Ramsey said his understanding of current state law will require the board to act after the November election. Ramsey said his “understanding” of the statute is that a vacancy created by any reason is to be filled by a majority vote of the board.
“There is no vacancy until January, so the board would not act until then,” he said.Hall said Wednesday morning that he had decided to leave the board because of health concerns. He has served on the board since 2002, and is retired from the plumbing business.
Franklin was not available for comment at press time Wednesday. He has served on the City Board since 1994, but is not the longest serving member of the board.
He is also the current chairman of the Hope Planning and Zoning Commission. Franklin is retired from Southwestern Bell Telephone Co.
Other deadline municipal filings came mostly from Blevins on Tuesday, according to the Hempstead County Clerk's Office. Those filings included, Jessie Lane, Position 2; John R. Myrick, Alderman; Jean Rhodes, Alderman; Barbara Patterson, Position 3; Annette Capetillo, Position 5; and Nancy Lovette, Position 4.
One more contested mayoral race developed Tuesday, with Marion Hoozier filing in McCaskill against James S. Ward; and, in Ozan, Willie Charles Carrigan filed as the only candidate for mayor, while Theresa Linville filed for Position 3 in Ozan.
